Thus, if you have a coin, you can sell it or give it away and not be liable.

This can be Federally illegal as it could inspire criminal activity but problems with this theme can become serious if you are selling the coin at a rock-bottom price! Therefore, if you aren’t upside down and selling the coin, you don’t need a note.
